Oh definitely. There are a lot of moves that don't work exactly as they work on the land. Sound moves differently in water than it does in air. So a move like screech is much harder to dodge because it is much quicker. Plus once you are fighting underwater, an attack could come from any direction. It's a bit like battling in the air in that regard.
